MINUTES OF A REGULAR ORONO COUNCIL MEETING <br />HELD JULY 12, 1993 <br />(#5) #1823 MARGE ROSSING, 130 CYGNET PLACE - VARIANCE <br />Mabusth explained the apolication was reintroduced to the Planning <br />Commission at their June meeting because the applicant had failed <br />to locate a 4x12’ deck to the northeast side of the 20x23’ proposed <br />addition. The proposed addition will require a street and rear <br />setback variance, and the deck wi I I be 26’ from the rear lot line. <br />The major issues raised were regarding the condition and use of the <br />prooerty, scec;ficaily a hom.e occupation license for the comme rcia I <br />use of the oroperty. She noted sta*f has witnessed a great deal of <br />improvement on the prooerty from years past. The problem is the <br />additional parking on the property. Tne major concerns raised did <br />not have a direct correlation tc the variance requested, and it was <br />felt the violations should be dealt with under a home occupation <br />license. Since the last review oy the Planning Commission, the <br />Bui I ding Official nas requested that the appl leant apply for a home <br />occupation license. Also the applicant proposes the installation <br />of a second accessory structure and a privacy fence to buffer <br />vehicle parking near tnis structure. The Planning Commission did <br />not approve the addition of the deex. The variance approvals were <br />conditioned on the staging cf the improvements. Mabusth said the <br />problem Is with the exterior storage of equipment for the son’s <br />home occupation. <br />Mayor Callahan asked if staff feels there is a problem. <br />Mabusth stated she has not had any reports on the Rossing property <br />In the last few years outside of complaints expressed at the public <br />hearing during the current review of this application. <br />It was moved by Jabbour, seconded by Goetten, directing staff to <br />prepare an approval resolution for the addition to the principal <br />structure and to deny the variance for the 4x12’ deck for <br />Application #1323 for Marge Rossing. 130 Cygnet Place.
