We were aware that the <br />.00242 percent had been retained, but not the 3/4 <br />city provision for approving additional costs. <br />You are correct in that the cost to the cities of <br />the administrative levy of $103,500, combined with <br />the Eurasian water milfoil city contributions of <br />$63,000 exceeds .00242 % of the taxable value. <br />The Eurasian water milfoil program, however, has <br />been operated as a voluntary contribution progr^ <br />by both city and private funding since its 1989 <br />inception. Nearly all cities met their annual levy <br />amount in 1989, raising $82,653 of the operating <br />budget. Private contributions covered the balance. <br />The budget for city contributions was reduced to <br />$60,000 in 1990 and later increased to $63,000, <br />again on a voluntary basis. You will note that the <br />1994 budoet identifies this as a city contribution. <br />The weed harvesting program is subject to very <br />unreliable funding. The city contributions, along <br />with modest private contributions, have on occasion <br />been supplemented by the MN DNR totaling $60,000, <br />and Hennepin County totaling $83,000 in 1991 and a <br />match of $57,280 in 1993. No state or county funds <br />are available for 1994. We trust this answers your <br />concerns.
