transferred, or the home ceases to be the principal residence of the borrower <br />during the ten period following approval of the loan; the entire amount <br />borrowed must be repaid to the CDBG program. The city should decide whether <br />this practice will apply to this project as well. Alternatively, the city may <br />elect to offer the CDBG funds as a grant to the homeowner without filing a <br />repayment agreement.
