Intergovernmental boards and commissions <br />Minn. Stat. § 471.59. See <br />Handbook, <br />Intergovernmental <br />Cooperation. <br />The council may create intergovernmental boards and commissions. A <br />mutual agreement of the cooperating governments will set up the <br />organizational format, powers, and duties of such boards. <br /> 6. Library board <br />Minn. Stat. § 134.09. When a public library is established, except in First Class cities operating <br />under a home rule charter, the mayor of the city, with council approval, <br />shall appoint a board of five, seven, or nine members from among the <br />residents of the city. The number of members shall be determined by <br />resolution or ordinance. The board members shall serve staggered, three- <br />year terms and may be removed for misconduct or neglect. <br />Minn. Stat. § 134.10. Library board members serve without pay but may be reimbursed for <br />actual and necessary traveling expenses. <br />Minn. Stat. § 134.11, subd. 2. <br />Minn. Stat. § 134.13. Once established, the board prescribes its rules of procedure, selects its <br />officers, and controls the library fund. Besides appointing new members to <br />the board, the council has approval of all purchases of land and proposals <br />for the erection of buildings. The board must file an annual report each <br />year with the city council and the Department of Education. <br /> 7. Park board <br />Minn. Stat. § 412.501. <br />(Cities may also create <br />advisory park boards and <br />commissions under Minn. <br />Stat. § 412.111). <br />The council of any city of more than 1,000 population may, by ordinance, <br />establish a park board. The board shall consist of three, five, seven, or nine <br />members as determined by resolution or ordinance. The mayor, with <br />council approval, appoints the board members. Members serve three-year <br />overlapping terms and may be removed by the mayor, with the council’s <br />consent, for cause after a hearing. Board members receive no <br />compensation, unless the council authorizes it. The board may be <br />dissolved by a unanimous vote of the council. <br />Minn. Stat. § 412.501. Minn. <br />Stat. § 412.521. The park board shall maintain, beautify, and care for park property and <br />perform all other acts necessary to carry out its statutory powers. The <br />board must make quarterly reports of its activities to the council and file an <br />annual statement of receipts and disbursements with the city clerk. <br /> 8. Recreation board <br />Minn. Stat. § 471.15. Recreation is usually a function that is administered by the city council, <br />the park board, or the local school board. <br />35
