Stat. § 204C.31, subd. <br />1. Mayors or chairs of the town board from the most populous municipality <br />in each county serve as members of the county-canvassing board. <br /> Any member of the canvassing board may appoint a designee to appear at <br />a meeting of the board. <br /> G. Investigating fires <br />Minn. Stat. § 299F.04. In cities without fire departments, the mayor must investigate or have <br />investigated the cause, origin, and circumstances of any fire where <br />damages exceed $100. The investigation must begin within two days of <br />the fire. <br /> The mayor must report the fire to the state fire marshal. Within one week <br />of the fire, the mayor must furnish a written statement to the state fire <br />marshal. <br /> H. Declaring local emergencies <br />Minn. Stat. § 12.29, subd. 1. Only the mayor can declare a local emergency. A local emergency cannot <br />last for more than three days except with the council’s consent. A local <br />emergency must receive prompt and general publicity. The clerk must <br />promptly file any order or proclamation declaring, continuing, or <br />terminating the emergency. <br />Minn. Stat. § 12.29, subds. 2, <br />3. A declaration of a local emergency invokes the response and recovery <br />aspects of any local or inter-jurisdictional disaster plans and may authorize <br />aid and assistance. No inter-jurisdictional agency or official may declare a <br />local emergency unless expressly authorized by an agreement. An inter- <br />jurisdictional disaster agency must provide aid and services in accordance <br />with the agreement. <br /> IV.
