Because the <br />mayors of statutory cities lack significant individual authority, this <br />responsibility frequently calls for tact rather than overt acts of direction or <br />supervisory control. <br /> B. Op. 61-J (June 2, <br />1966). <br />The mayor of a statutory city must sign ordinances, contracts authorized <br />by the council, and written orders for payment of claims that have been <br />audited and allowed by the council. These are ministerial duties, and the <br />mayor may not refuse to sign if the purpose, approval, and form are legally <br />correct and complete. <br /> C. Power to make some appointments <br /> The power to appoint usually resides in the council. The mayor has <br />authority to make the following appointments subject to council approval: <br />Minn. Stat. § 412.501. (The <br />council appoints the <br />members of an advisory park <br />board or commission created <br />under Minn. Stat. § 412.111). <br />• Park board members. <br />Minn. Stat. § 134.09, subd. 1. <br />Minn. Stat. § 134.195, subd. <br />2 (joint school and public <br />library). <br />• Public library board members. <br />Minn. Stat. § 412.221, subd. <br />16. • Hospital board members. <br />Minn. Stat. § 44.04, subd. 1. <br />See Minn. Stat. § 419.02, <br />subd. 1 (authorizing the <br />creation of a joint police and <br />fire commission with <br />members appointed by the <br />council). <br />• Some members of the police civil-service commission. <br />Minn.
