These <br />programs must require reconstruction of existing nonconforming <br />sewaae svstems whenever a oermit or variance of anv tvpe is <br />required for any improvement on, or use or, the property, and <br />must include at least one of the following approaches: <br />(1) a systematic review of existing records to <br />determine which systems in the jurisdiction are nonconforming <br />and requiring reconstruction when practicable; <br />(2) a systematic on-site inspection program <br />including all properties where adequate record of conformances <br />does not exist, identifying nonconforming or illegal systems and <br />requiring reconstruction wnen appropriate; <br />(3) a notification or education program that is <br />oriented toward convincing substantial numbers of property <br />owners to evaluate their sewage systems and voluntarily upgrade <br />the sewage treatment system, if nonconforming; or <br />6120.3500 SāJSDIVISION PROVISIONS. <br />Subpart l.\. Land suitability. Each lot cr^a^ed through <br />subdivision musc^ suitable in its natural stafte foi the <br />proposed use with radnimal alteration. Platting. All subdivisions that create five or <br />more lots or parcel^"^ that are 2-1/2 acr>sa or less in size must <br />be processed by local governments as place in accordance with <br />Minnesota Statute's, chapter 505. Local governments must not <br />record parcels^'or issue building or sewage permits for lots <br />created aft^ enactment of official controls under parts <br />6120.2500 j;o 6120.3900 t.hat are not part of oft^iaily approved <br />subdivisjLons. <br />Subp. 3.
