Staff <br />would suggest this is very consistent with previus approvales in the <br />neighborhood, and would also suggest that the existing garage location is <br />unsafe and staff would envision the applicant or a future owner requesting <br />to construct a new garage someday. Presuming a future 24'x20' garage and <br />30'xl6' driveway, future hardcover on the lot would have to be as high as <br />39% in the 75-250' zone in order to provide a safe garage and driveway <br />apron. <br />IV. Side Setbacks: Centering the house on the lot, with 7' side <br />setbacks on either side, leaves about 10' between 2024 and 2032, and about <br />17' between 2024 and 2016. (2024 will be centered on its own lot but <br />visually will be offset to one side even more than it is now — existing <br />house-to-house setbacks are 12' left, 15' right . . .} We recommend <br />centering the houes on the lot so that access around both sides of the <br />house is feasible, and to accommodate drainage, utilities, etc., etc. <br />V. Average Lakeshore Setbacks: Applicant requests that in <br />determining the average setback line, consideration be given to the fact <br />that the neighbor's deck at 2032 Shadywood Road has a 14' long fence, 6' <br />effective height above ground, 90% opaque, sticking out lakeward from the <br />house, plus a second—story deck above it. Given the location of the 75' <br />setback line (and the tendency for houses near it to extend decks over it) <br />staff would recommend that the average setback required for the relocated <br />house structure be no further lakeward than the average house setback line <br />shown on Exhibit F, (about 1^' behind 2032, about 1%' in front of 2016) and <br />that the average deck setback should be as shown. <br />Staff Recommendation: <br />Staff recommends approval of the lor area and lot vridth variances, <br />finding no additional land available and that there is an existing house on <br />the property. Staff recommends that the hardcover variances as proposed <br />(0-75' hardcover = 6.8%, 75-250' = 30.8%) be approved, finding that those <br />percentages are consistent with previous approvals in the area. Staff <br />recommends that the side setbacks for 7' either ride be approved, finding <br />that this is a better situation than the •;.isting setbacks. Staff <br />recommends that no variances be granted to tto average lakeshore setback <br />for the house structure and that the required verage house structure <br />setback be as shown on Exhibit F. Staff recommends that the second story <br />deck extending eastward from the house is allowed up to the average setback <br />line as shown on Exhibit F, subject to a maximum opaqueness of, say 25% <br />(standard railing would be about 20% opaque, figuring 1^5" posts- with o- <br />maximum openings). <br />?S) !r^ <br />O
