County review of access <br />location, and neighbor Kumlin's consideration of connecting access corridor <br />to his plat. Please refer to the memo and exhibits of 4/16/87. <br />Discussion - <br />A. Septic Testing <br />Testing on Lots 1 and 2, Block 1 indicates that both lots will require <br />a mound-type drainfield system for both primary and alternate sites. No <br />testing for an alternate site for Lot 1, Block 2 (existing house) has been <br />submitted. This is still needed, however, based on the information <br />submitted for the other sites, it is likely that a mound site is available, <br />therefore, we suggest that you review the subdivision based on the <br />information submitted. <br />B. Access Location <br />Please refer to Exhibit J, the comments from Hennepin County. Old <br />Crystal Bay Road is posted 30 mph in both directions at this location. The <br />proposed access site at the existing driveway just h^eets the 260' northerly <br />sight distance required for a 30 mph road, but does not meet the 350' <br />requirement for a 35 mph road. Our concern is that, in recent clockings, <br />southbound traffic averages 35-40 mph at this site. Hennepin County is <br />recommending that the access be located directly across from Farview Lane. <br />They would not approve of any access location between the existing driveway <br />and the extention of Farview. They would likely approve a site located at <br />the south line of the property, next to the Blair residence at 790 Old <br />Crystal Bay Road as being better than the proposed site. <br />It is important to remember that the applicant's short-term goal is to <br />take four separate properties and make them saleable as building sites (or <br />investment property in the case of Lot 2, Block 2). Moving the access <br />northerly to be opposite Farview will destroy the character of Lot 1, Block <br />1 although a building site will still be created. This also would require <br />a longer initial roadway construction. <br />%
