•^*1 <br />I ft 5 <br />Zoning File #1128 <br />July 17, 1987 <br />Page 2 <br />Staff again notes that the sr.iall ponding area defined by <br />elevation 940 between Lots 2 and 3, Block 1 should be <br />subject to a Conservation and Flowage easement and excluded <br />from the dry buildable area. Note that extending Outlot B <br />would cross this wetland, and a conditional use permit would <br />be required at the time Lot 3 is developed. <br />Lot 3, Block 1 as a result will contain less than 6.53 dry <br />acres. Staff notes that future development of Lot 3, Block <br />1 would likely require a cul-de-sac if it is divided up; <br />staff advises applicant that approval of the current <br />proposed subdivision does not guarantee that the City would <br />approve variances to lot area to divide this lot into 3 lots <br />in the future. <br />Staff Reconaendation - <br />Staff recommends approval of the revised preliminary plat subject <br />to the following conditions: <br />1. Access location to be at existing driveway entrance as <br />proposed by applicant. <br />2. Plat road Outlot A to be developed now to serve Lots 1 <br />and 2, Block 1 and Lots 1, 2 and 3, Block 2. <br />3. Outlot B provided as corridor for future private road <br />access to Lot 3, Block 1. <br />4. Outlot C provided for future roadway connection to Kumlin <br />plat road; this will stay as a private road outlot, not <br />developed but available to create a "through" route if these <br />private cul-de-sac roads ever become public roads. <br />5. Standard road and utility easements and private road <br />maintain covenant to be filed with the plat. <br />6. Standard drainage and utility easements to be shown on <br />plat along lot lines. Provide a 20' wide drainage easement <br />along swale at neck of Lot 1, Block 1. <br />7. Conservation and Flowage Easements to be dedicated over <br />the two major wetlands and over the low area below elevation <br />940' straddling the line between Lots 2 and 3, Block 1. <br />8. Payment of standard park fees of $200 each for Lots 1, 2 <br />and 3, Block 2 and Lot 1, Block 1, and $100 for Lot 3, Block <br />1. Total « $900. <br />9. Private road construction subject to Developers <br />Agreement. <br />10.
