Septic testing will not be completed until lot lines <br />have been determined. A preliminary review of the soils map <br />(Exhibit D) reveals sensitive soils - heavy clays, high water <br />tables - possibility of mounds. <br />The proposed road will be private. The curb cut of the <br />current road is aligned with Wear Lane south on the south side of <br />Watertown Road. Note the applicant hac provided access to the <br />north. Staff will ask the Planning Commission for a <br />recommendation regarding need to provide access to west. Review <br />the enclosed plat map that locates developed lots, area and <br />desingated wetland areas. (Exhibit I) <br />Mr. Wear has also advisea that he has installed <br />underground tiles along the west edge of the property adjacent to <br />Watertown Road. He claims that a layer of black soil under this <br />section of Watertown Road allows water to travel under the road <br />bed. Wear advised that he discovered this at the time he <br />constructed the road for Wear Lane south.Additional tiling was <br />installed to the north to transmit drainage from a ravine to the <br />lower retention area at the southwest corner. Staff would <br />recommend that the surface drainage be addressed at the time the <br />grading and drainage plans are submitted to the City. Drainage <br />swales, above ground, can take care of drainage from north. The <br />City Engineer will be asked to address the best method to treat <br />and direct drainage that flows underground via the road bed. <br />No action is required of the Planning Commission. The <br />applicant seeks your direction on the following: <br />ACCESS <br />1.Is there need to obtain future access to west of <br />property? <br />A.) In reviewing the location of wetlands, <br />unaeveloped lands and densities based on potential <br />land development,is it important to achieve <br />east/west access via this property? <br />B.) What types of hardships are created for <br />developer if 2 future access corridors are required <br />by the City. <br />C.) Do Planning Cr^nroission members have a preference <br />as to the access corridor to be developed, if only <br />one is to be sought? <br />D.) Review Comprehensive Management Plan 7-11 Rural <br />Transportation Policies - specifically 1, 4, 5, 6, 7 <br />The Comprehensive Management Plan recommends that <br />planning consideration be given in designing private <br />roads such that if use level and/or looping can be <br />achieved - "new public streets will be accepted.""4
