The addition of hardcover was <br />reviewed. Approximately 310.4 s.f. of added hardcover is proposed <br />excluding the dock (see Exhbiit G). Staff noted landscaping parallel to <br />the channel but was unable to determine if it qualified as hardcover. The <br />landing stairs, and platform do not meet current standards involving <br />dimensions of an accessory structure. Based on current City policy, an <br />accessory structure of this nature should not exceed 4 feet in width. <br />This structure was constructed in May of 1987. Shortly after, the rip rap <br />was installed. According to the applicant, a similar structure existed at <br />the same location for many years. <br />Staff Recommendation - <br />Staff recommends denial of the variance of continuing to let the <br />landing, steps, and platform remain on the lot. The denial of the variance <br />is based on the following findings: <br />1. 0% hardcover is allowed in the 0-75' setback from the shoreline. <br />2. The applicant has not presented any viable hardships on justifying <br />the proposed structure. <br />Staff offers an option to give the applicant a safe access from the <br />grassed area to the dock. The rip rap in front of the dock is 13'10" in <br />width. The option would give the applicant a complying access over the rip <br />rap and up to but not exceeding the grassed area. The extension over the <br />rip rap area would include stairs. All structures must be under 4 feet in <br />width.
