Marina Licensing <br />June 11, 1993 <br />Page 3 <br />The draft Marina Business License Ordinance does not : <br />require adherence to the B-2 standards in order to be granted a license. <br />address or provide the City with any authority to regulate boat density, dock <br />length, site planning, or any of the other potential issues as part of the licensing <br />process. <br />provide any standards as to what information should be collected for the license <br />or what specific conditions can be placed on issuance of the license. <br />The draft ordinance clearly reflects the Committee’s intent to issue an unconditional <br />license to operate a marina business on an annual basis to each of our marinas. The draft <br />ordinance is in a format that could be adopted tonight, and since it is not part of the Zoning <br />Code, no public hearing is required. <br />Once the ordinance is adopted. Council could consider issuing 1993 licenses to all the <br />marinas, although technically we would have to request insurance information from each <br />applicant. <br />There are some remaining issues as far as licensing, these include: <br />1. What information to collect with the applications. <br />2. What conditions of issuance should be placed on each license, if any. <br />A sample of our 1993 application form is attached, along with a sample of the <br />"Conditions of Issuance" exhibit which we have attached to all licenses issued since 1979. <br />Staff has never micro-managed the marina operations and doesn’t wish to start row. We <br />have not spent much effort on analyzing or using the information collected with applications, but <br />we feel it would be prudent to continue to collect it for documentation and inlormational <br />purposes <br />The conditions of issuance to be placed on each license can be limited to those issues the <br />Council be,i ves require some level of regulation. <br />Following is an outline of issues related generally to the regulation of marinas that <br />probably need to be discussed at a joint meeting of the Planning Commission and Council. Note <br />that the Planning Commission in reviewing the P-2 Ordinance earlier this spring concluded that <br />a Joint meeting on this issue will help them better understand Council s goals regarding marinas. <br />1.
