Mabusth, Building & Zoning Administrator <br />April 8, 1993 <br />Subject: Hennepin County/Nonh Arm Access - Repair of Sea Wall <br />^A p <br />V* <br />Dennis Bailey of Hennepin County contacted staff on Thursday, April 8th advising of the <br />need to replace timber walls at approximately 28 ’ in length at either side of public ramp at North <br />Arm Access (review attached exhibit). We originally reviewed a conditional use permit <br />(Application il^989) for the installation of the sea wall in 1986. The Code requires a conditional <br />use permit for the repair of sea walls. Mr. Bailey advises that the current condition of the <br />timber walls are a hazard to the public who use the ramp. <br />Mr. Bailey has advised that it is imperative that the wall be repaired before the season <br />opens to boaters. The contractor is scheduled to commence the repairs the week of April 19th. <br />Bai'Jey was advised that it was impossible to get the conditional use permit application before the <br />Planning Commission and meet the April 19th deadline. The following options of action are <br />available to Council: <br />A. Allow applicant to prcKeed with necessar>' repairs but require the filing of the <br />required conditional use permit before repairs begin. Application would be <br />reviewed at the May Planning Commission meeting as an after-the-fact <br />application. The County must submit plans for Building staff and Engineer’s <br />review prior to installation. A building permit will be required for the repair <br />work. <br />B. Advise County that a conditional use permit for the proposed repairs would be <br />required before the City would grant a building permit. Mr. Bailey has advised <br />that in this case the repairs would not commence until after the boating season, <br />sometime in the fall of 1993. <br />Council Action <br />Provide staff with directions for Hennepin County as to appropriate action to proceed <br />w’ith nccessar>' repair of sea wall.
