Zoning File #1163 <br />June 10, 1987 <br />Page 2 of 4 <br />Review of Subdivision - <br />The applicant proposes a 5 lot plat served by both a private road and <br />an existing private easement (serving property from the southern end) <br />created in a previous subdivision involving the entire J. Pillsbury <br />homestead (#1008, refer to Exhibit E), The division with the 1986 <br />subdivision was approved as one parcel with 30+ acres. Parcel B was <br />approved as an independent RLS 1596, but the remaining parcel was to be <br />combined as one parcel with the adjacent Woodhill Country Club lands. <br />Staff would contend that prior to the sale of the 17.52 acres to McDowell, <br />a 2 lot subdivision application should have been filed by Woodhill - staff <br />will review this issue with the City Attorney. Planning Commission review <br />the exceptions to the subdivision regulations (Section 11.03, Definition <br />65), specifically. Item (a) — Parcel A is less than 20 acres that has been <br />confirmed. Woodhill shall be asked to file an after—the—fact subdivision <br />application. <br />Lot Configuration - <br />All lots but Lot 2 satisfy lot configuration requirements but this may <br />be corrected with a proposed move of the cul-de-sac to the west and south <br />(review Exhibit F). Lot 2 does not meet the required 200' width 50 feet in <br />from the street lot line. The moving of the cul-de-sac will give Lot 4 <br />more area at the ratner restricted development location selected by the <br />developer. <br />Drainage - <br />The preliminary review by the engineer of the drainage has been noted <br />as follows: <br />A) Designated wetlands shown on Lots 4 and 5 should be shown with a <br />drainage easement line at the 957.R elevation. The outlet control for <br />this wetland should be shown on Woodhill Avenue. <br />B) Ponding area on Lots 2, 3 & 4 should be shown with a drainage <br />easement line at the 960.5 elevation. A 20' drainage easement will be <br />required between the pond and south line of Lot 3. <br />The City will ask for conservation and flowage easements over all <br />wetlands and drainageways. <br />Access Road - <br />The developer proposes the road at a minimum paved width of 20 feet <br />hoping to ninioiize the loss of trees and major land alteration required <br />with road construction because of the difficult topography.
