1 <br />Ik <br />LI <br />CONSTRUCTION RECOMMENDATIONS <br />The construction of the demolition landfill should include work <br />specifically done to protect the environment from the existing landfill. <br />As was previously indicated, the Eisinger landfill operated 16 years <br />and received a considerable volume of solid wastes. The design of the <br />proposed landfill should incorporate protection above and adjacent to <br />the existing fill. <br />In the previous section, the construction of clean fill protective <br />berms was discussed. The need for these berms is based on the assumption <br />that there may be lateral seepage from the old landfill. By separating <br />incoming materials, this improvement to the existing conditions can be <br />readily constructed as shown in Figure 4. <br />The existing ditch along the south edge of the property provides a <br />possible seepage outlet for leachates from the existing landfill. It may <br />be advisable to fill in this ditch to above marsh level. Drainage from <br />the east marsh coulde be handled in two ways. A 36 inch diameter concrete <br />culvert is inplace beneath Highway 12 east of the Eisinger property. This <br />culvert is badly silted in however it is intended to connect the east <br />marsh with Lake Classen. If the ditch is filled in, this pipe could pro­ <br />vide a drainage outlet for the east marsh. As an alternate, pipe could <br />be placed along the present ditch and fill placed over it. The drawback <br />of this alternate is that considerable settlement would occur and the <br />pipe could be damaged if not carefully designed and constructed. <br />CONCLUSIONS <br />The proposed demolition landfill is located relatively close to <br />Lake Classen Creek which flows to Stubbs Bay of Lake Minnetonka. It is <br />possible that the inplace landfill which is 16 years old may be having <br />an effect on the water quality in the creek. Properly placed demolition <br />fill materials will likely improve the water quality of any seepage <br />generated from the landfill. <br />Construction of the proposed landfill will have a negligible effect <br />on the surface water conditions in Lake Classen Creek and the marshes <br />adjacent to the landfill during a 100 year storm event. <br />i <br />- 11 -
