X <br />CITY OF ORONO PLANNING COMMISSION MEETING - PUBLIC HEARINi^ <br />HIGHWAY 12 CORRIDOR STUDY/COMPREHENSIVE PLAN AMENDMENT <br />TUESDAY, FEBRUARY 3, 1987 7:30 P.M. <br />The Orono Planning Commission met on the above date with the <br />following members present; Chairman Kelley, Members Bellows and Taylo^ <br />The following represented the staff: City administrator Bernhard^^^ <br />Building & Zoning Administrator Mabusth, and Assistant Building & Zoning <br />Administrator Gaffron. John Shardlow from Snardlow & uba^^^^ <br />oresent to represent the City. The following were also present. <br />CounciImember Sime and Peterson. Mayor Grabek was in attendance for the <br />later part of the meeting. <br />INTRODUCTION <br />, ■ <br />city Administrator Bernhardson explained that of the seven <br />positions on the Planning Commission there are 3 <br />remaining four, one member was called out of town and ""®^3e to make it <br />back in time for the meeting. Because of this, the hearing may be <br />conducted as scheduled and listen to <br />action will be able to be taken, therefore, formal action will be deferred <br />until the February 17, 1987 Planning Commission meeting. <br />City Administrator Bernhardson explained the Council, at <br />November 26, 1986 meeting, directed staff ^°7''%*iaiLSv”^2®^corr^cror as amendment to incorporate the changes in the Highway 12 corridor as <br />indicated at that meeting. Once the Planning Co^ission has <br />made recommendations, the comprehensive plan amendment will be taken to the <br />CouLfl™ preliminary approval and then to the Metropolitan Council for <br />their approval. The Council and Planning Commission will then work on <br />adopting the implementation tools to make the amendment a possibility. <br />oLe thLe tools are in place, the City would then be in a position to <br />accept development plans, etc. for this area. <br />City Administrator Bernhardson noted the study area^ <br />all the lands in Orono abutting Highway 12 from County Road .. <br />to Brown Road North, which then abuts the City <br />parcels on the east which are surround'=‘d by the cities of Long Lake and <br />Lyzata and interspersed by a piece of Wayzata. The <br />because of numerous inquiries about zoning from the existing 2 acre rura <br />residential. The study consisted of 9 meeting? starting in p <br />through November 1986. <br />City Administrator Bernhardson explained <br />process, that following an inventory and anaylsis stage, the Counci <br />identified four principal areas for goals and objectives o y» <br />follows: and transitions back from Highway <br />12, if there are to be changes. <br />2. Transportation - both through and across the Highway 12 corridor <br />for vehicular or non-vehicular traffic. <br />3. Environmental protection - including Lake Minnetonka and Long Lake <br />and other natura] features of the area. <br />1
