December 23, 1986 <br />f <br />Hello: <br />I have a house on 20 acres at 4145 Watertown Road. I am <br />applying for a Conditional Use Permit to move a house on <br />my property before I subdivide. I realize this is not the <br />normal accepted procedure; however/ I am in a hardship <br />position which makes it necessary to do so. Allow me to <br />explain my problem/ and then what I hope we can do about <br />it. <br />\l ■■ <br />f <br />■II <br />Stubbs Building Movers has a house that needs to be moved <br />before the road restrictions are placed sometime this <br />spring -- usually in March, Therefore/ all the arrange <br />ments and approvals need to be made sometime in February. <br />A normal subdivision process takes upwards of 4 months/ <br />therefore/ the timing makes it logistically impossible to <br />complete the subdivision before the house has to be <br />moved. Under the requirements for a Conditional Use <br />Permit/ after the Planning Commission meeting on January <br />20 and the Council meeting on February 9, the timing <br />requirements for the move could be met. This would allow <br />me to start the project/ with the subdivision to be <br />completed at a later date. <br />A few points are worth mentioning. I do not feel that a <br />subdivision at a later time will present any obstacles. <br />In 1978 I worked with the City to complete most of the <br />preliminary subdivision requirements. At that time I did <br />the following: <br />1) Mark Hurd took an aerial photograph of my property and <br />drew a topographical map. <br />2) Gordon Coffin did a complete survey of my property <br />lines/ locating all boundaries/ the center line of <br />Watertown Road/ and the Luce Line. <br />3) I worked with the Minnehaha Creek Wate»shed District <br />to locate all designated wetlands on my property. <br />These wetlands were surveyed/ platted/ and given to <br />the City by Quit Claim Deed. <br />4) I worked with Hickok and Associates in doing perc <br />tests around several potential house sites on the <br />property. <br />¥
