Marina License Memo <br />May 18. 1993 <br />Pace 5 <br />licensed, and absent specific City ordinances directly limiting boat density, the <br />City should support the LMCD’s ordinances regarding on land storage. <br />Council is advised that staff has reviewed the parking requirements with Mr. <br />Dunn and it is not impossible for the marina to provide parking for the additional <br />on land storage should the marina choose to do so. by reducing the number of <br />extraneous/service/repair/brokerage boats on the site. However, a portion of that <br />parking would likely continue to be in the 0-75’ setback zone along side and front <br />lot lines not meeting the required parking setback, all in areas where the City has <br />historically allowed parking to occur via past licensing approvals. Many of our <br />marinas have similar parking non-conformities, but don’t abut residentially used <br />properties. <br />Note also the recent letter from Sandy Ramberg, property owner on the west side <br />of Lakeside, regarding the continued parking violations. North Shore Drive is <br />posted "No Parking" in this area. <br />We have also reviewed the winter storage site plan showing how the required <br />number of parking spaces will remain open. Although the City has historically <br />only acknowledged/licensed a level of 80 winter stored boats, the number of boats <br />stored in winter on the site is typically around 150 to 160, 2/3 being dead winter <br />storage and 1/3 being for service/repair/sale/etc. Storage of boats at the e.xtreme <br />southeast comer of the property has also been an item of frequent discussion <br />between staff and the applicant, since storage affects sight distance for west bound <br />traffic as well as cars leaving the marina. <br />Staff is recommending approval of a license for 77 slips 80 winter stored boats <br />per previous licenses, a denial of the 30-50 on-land slips for lake use, (which <br />amounts to a statement of support for LMCD’s position regarding boat density <br />for this marina), and a requirement that boat storage at the extreme southeast <br />comer of the property be setback a distance from the property comer such that <br />traffic visibility is not impaired, to be determined by statt. <br />Gayle ’s Marina. <br />Gayle ’s Marina has not been licensed since 1981, although they have applied for <br />licenses and paid the fee for each year since then, and have continued in <br />operation. Aside from the historic issues ot landscaping and the shoreline green <br />buffer strip, the City has refused to license any more than 134 slips per <br />Resolutu>n No. 1293 (attached). LMCD continues to license 9 additional <br />transient slips. <br />L_..
