Technically, the Council now considers these <br />areas as hardcover. Applicants would prefer not to have to remove the <br />fabric, but could if necessary. <br />3. Based on the above, the proposed addition will be in keeping with the <br />hardcover approvals granted in 1985. Removal of the 52 s.f. shed <br />would be a benefit in the 0-75* zone. <br />Staff recommends approval of the revised proposal, which technically <br />includes a variance to average lakeshore setback, a variance to <br />setback of 7', and hardcover variance in the 0-75' and 75-25()' zones. Note <br />that the applicants' sketch suggests a width for the new addition of 16 to <br />20'. The hardcover calculations noted in this memo were based on a 16 <br />width, which is consistent with the 1985 proposal. <br />Staff would recommend the following conditions of approval: <br />1. 52 s.f. shed shall be removed prior to issuance of a building <br />permit. <br />2. Any additional landscape areas that are constructed around the new <br />addition shall have no fabric or plastic placed under them. <br />3. The existing landscape areas underlain by fabric may continue to <br />have the fabric in place. <br />4. The maximum allowable hardcover on the property shall be 3,663 <br />s.f. total, in addition to 1,141 s.f. of rock beds underlaid by porous <br />fabric and the 160 s.f. deck underlaid by sand only, which were not <br />considered hardcover in the 1985 hardcover approval resolution. <br />HOTB: The applicants should be advised that the 1985 variance approval for <br />the garage side setback has not been a subject of the discussions for the <br />current variance request, and if applicants expect to commence construction <br />on the garage prior to the one year variance expiration <br />current request is approved, applicants should advise the Planning <br />Commission to address the subject at this time.
