Applicants note that structure must be placed at 12 ’ street setback <br />in order to take advantage of the more gentle sloped topography . As you move further south, <br />there is an immediate drop at the 970 elevation. If court was to be placed at the 50 ’ setback, <br />the structure would not only encroach the future alternate drainfield site but would require <br />excessive amounts of fill to provide a stable base for the court. To place at the 50 ’ setback <br />would require the removal of the more manire trees that now shield or buffer property from <br />residence on Lot 8 to the immediate south. Applicants also ask that Planning Commission <br />members upon visitii^ the site, note how the spruce trees enclose the proposed location of the <br />teiuiis court minimizing any impact upon the surrounding neighborhood to north, east and west. <br />Issues fw Consideration <br />1.Applipants have noted that the existing mature spruces provide a natural buffer <br />minimizing impact of court in street yard. What conditions in the use of court <br />or design features would also minimize impact: <br />a. hours of use <br />b. no outside lighting <br />c use of sunshield/covers on fencing <br />d. color of fencing <br />e. other. <br />2.What impact will the placement of this accessory structure in a street yard have <br />on the existing neighborhood? Consider plantings, topographies, curvature of <br />road, placement of houses on adjacent lots, etc. <br />If a recommendation of approval is proposed, staff recommends that one of the conditions <br />of approval be that no outdoor lighting be allowed. <br />i <br />\
