Public Works Director
FROM: Shawn D. Gustafson
DATE: 5/6/93
couNcaMBim
MAY 1 0 1993
enVOFMOM
OM Crystal Bay Raa4 Trail
The Orono City Council met with Public Works Director, John Gerhardson. and several
representatives from the Orono Parks Commission and BonestnxY, Rosene. Anderlik and A.ssiKiatcs,
Inc., on Wednesday, May 5.1993. The meeting was held to discuss the proposed pedcstrian/bicycle
trail akmg the east side oi Old Crystal Bay Road from the Luce Line Trail to the Baker Park
Reserve. The proposed location of the trail was set with stakes at several k>cations that were
identified as sensitive areas. These areas have numerous trees that will be impacted or removed
during the trail a>nstruction. The majority of the trees are small diameter (less than 4 inches) bi>x
elder, willinv. or other non-specimen tree species. The trees are all located within the City right-of-
way and are \olunteers" that were not planted, but grew up along the roadway ditches all by
themselves.
The proposed path will be kx:ated on a boulevard, four feet behind a curb line. The curb is proposed
to control the street drainage. The curb is necessary due to the fact that the existing ditch will be
filled to amstruct the trail. To maintain the ditches would require an additional 20 feet of right-of-
way be acquired throughout the project. The trail would then be constructed along the east side of
the ditch. This would move the trail closer to the residences along the road and would require
additional project a>sts for acquisition of land.
We discussed removing trees as necessary to construct the trail within the existing right-of-way. The
trees would be replaced by Hennepin Parks from their large nursery stcK'k. The property owners
could decide which of the available species is most desirable. These trees would then be kKated
within the drainage and utility easement or on the residents’ property.
The two areas specifically addressed during the meeting were on either side of Silver View Road and
to the south of Watertown Road, on the Diekey property. Mrs. Dickey has been atntactcd and has
agreed to grant the City casements to enable the construction of the trail along the east side of the
trees. This kKation will save almtist every tree in that vicinity. The Council asked that the property
owner kKated directly north of Watertown Road be contacted to determine the possibility of
amstructing the trail along the cast side of the trees.
The Council ended the meeting by asking that City Staff and consultants conduct an informational
meeting with the residents along the project.
233S VMest Highway 36 • St. PauL MN 55113 • 612-63 -T.: - • •
*
atkb ill I'jaWK
