In addition# I have discussed various concerns <br />about the system design and layout with Dr. Roger Machmeler of the <br />University of Minnesota Agricultural Extension Service. Dr. Machmeier is a <br />nationally recognised authority on septic systems and is likely the most <br />knowledgable individual in the State of Minnesota regarding the desljn of <br />such systems for residential usage. <br />Based on his comments and a further review of the pertinent <br />ordinances# I would make the following comments and determinations: <br />1. The proposed design is not acceptable as-is because the rock beds <br />are skewed in relation to the contours and therefore the assumptions <br />used in creating that configuration are not valid. Mr. Parker used a <br />literal interpretation of the codes to create this design but it does <br />not in my opinion fit within the design perameters generally accepted <br />within the industry. <br />2. If this system had been located in the portion of the property <br />containing a percolation test# and if that percolation test had <br />r<?uivalent to pare test #5 at 11 minutes per inch# the basal width <br />pu- endlcular to the contour lines would be defined as approximately <br />25' with an additioral downslope area of 12' required in addition to <br />the approximately 20' downhill area required to maintain the necessary <br />4:1 slope for maintenance purposes. That would have put the ultimate <br />boundaries of the system outside of your property boundaries. <br />3. Given that it was determined that the proposed system would not be <br />acceptable# I then layed out the necessary constraining setbacks for <br />this property to determine if there was any chance that the property <br />could contain a well# a residence structure and a primary and <br />alternate drainfield site# given the need for mound systems due to a <br />seasonal perched water table.
