The fill and grading is <br />to be done to the northwest side of the proposed pond with appropriate ailt <br />fencing to be placed at the lower elevations to prevent erosion into the <br />pond elevations. After final grades are cosipleted* seeding will <br />innediately follow. Please note the prc^osad drainfield area has not been <br />effected by the excavation of the pond nor the filling and grading to the <br />northwest of the proposed pond area. The changes and alternaticms will not <br />effect drainsge as drainage will still flow to the wetlands area to the <br />southeast. The island in the center of the pond will provide a natural <br />habitat for the wildlife sought the applicant. The pond will function <br />predominantly as an aesthetic jf*.•ill* <br />The city engineer has also called note to the fact that the pond will be <br />located over a drainage and utility easM^nt* located along the shared lot <br />line. Re notes that this will not create any probleas relative to the <br />fucure use of the easement. Although the required setback of 26* has not <br />been naintained froa the designated wetland, once again staff would note <br />that no disturbed soils would be located within the area of the wetlands <br />and the drainage froa the newly filled area will be draining around over <br />gz'ssaad areas before it reaches the wetlands to the southeast. In <br />addition, the applicant will provide the necessary silt fencing until the <br />ground cover has been restored. <br />Staff lapnsaainitstiea <br />To approve a Conditional Use Perait and setback variance application of <br />Anthony Biden for the properties located at 2290 and 2340 Abingdon Way <br />based on the following findingst <br />1. The pond excavation will have no negative impact on the existing <br />wetlands to the southeast, nor on the existing septic systea on Lot 8 <br />or on the future drainfield areas on Lot 9. <br />2. The pond will provide a natural habitat for wildlife. <br />3. The applicant does not propose any disturbed earth being stored <br />within the area adjacent to the wetlands. <br />4. Undisturbed soils will be isaediately graded and seeded as soon <br />- as the excavation of the pond is completed. <br />! <br />4 Approval is subject to the following conditions: <br />I 1. Appropriate erosion control shall be aaintalned throughout the <br />project, silt fencing shall be Installed as shown on the plans by <br />Coffin and Gronberg revised date, 7/12/88. <br />2. Applicant shall stake the proposed drainfield areas prior to the <br />excavation to Insure protection of the proposed drainfield areas on <br />Lot 9. <br />3.
