ORD 286 10 <br />City departments shall be established as needed to provide for the delivery of city <br />services. The heads of such departments shall report to the city administrator and shall <br />perform such duties as assigned by the city administrator. <br />SECTION 14. Orono City Code Title I, Chapter 2, Article IV, Section 2-140 is amended <br />by adding the underlined language and deleting the strikethrough language as follows: <br />Sec. 2-14037. Department heads. <br />(a)All department heads and employees shall be appointed by the city administrator, <br />subject to approval by the council. All appointments shall be for an indeterminate <br />term. <br />(b)The heads of all departments and the employees who are members of such <br />departments shall be under the direct supervisory authority of the city <br />administrator, and all communications (excepting inquiry) between members of <br />the council and heads of departments shall be through the city administrator. <br />(c)At the direction of the City Administrator, the department heads will have the <br />following duties; <br />(1)Be immediately responsible to the City Administrator for the effective <br />administration of their respective department and subordinate sections. <br />Department heads have the power to establish work rules and to initiate <br />disciplinary proceedings in accordance with established Civil Service <br />rules. <br />(2)Keep informed as to the latest practices in their particular field and will <br />implement, with the approval of the City Administrator, such new <br />practices as appear to be of benefit to the service and to the public. <br />(3)Submit reports of the activities of their departments to the City <br />Administrator as requested. <br />(4)Establish and maintain a system of records and reports in sufficient detail <br />to furnish all information necessary for proper control of section activities <br />and to form a basis for the periodic reports to the City Administrator. <br />(5)Be responsible for the proper maintenance of all City property and <br />equipment used in their sections. <br />(6)Cooperate with each other and furnish, upon the request of the City <br />Administrator, any other department such service, labor and materials as <br />may be requisitioned by the head of such department, and as its own <br />facilities permit through the same procedure and subject to the same audit <br />and control as other expenditures are incurred. <br />54
