Item No.: 11 Date: December 11, 2023 <br />Presenter: Adam Edwards <br />City Administrator <br />Agenda <br />Section: <br />Consent Agenda <br /> <br /> <br />Item Description: Appointment of Finance Director <br /> <br />1.Purpose: <br />The purpose of this action item is to appoint the new Finance Director. <br />2.Background/Summary: <br />The Finance Director position is a critical position within the city staff. In Orono the position not <br />only oversees the statutory roles of City Treasurer but also leads and manages the finance <br />activities, information technology activities and the human resources activities for the city. At the <br />November 13th Council Meeting the city accepted the resignation of Finance Director, Ron Olson <br />effective December 15th, approved the updated job description for the position, and authorized <br />staff to initiate the recruitment process. <br />3.Recruitment: <br />The selection process included the advertising the position, application screening, interview panels <br />and background checks. First round interviews were completed by a panel made up of city staff <br />and the second round by a panel of City staff with Mayor Walsh and Councilmember Benson. <br />4.Recommended Candidate: <br />Ms. Maggie Jin is the recommended candidate for the position. Maggie has experience in <br />Municipal financial management, including here in Orono and most recently as the Finance <br />Manager for Corcoran. She holds a degrees in Economics and Accounting. Maggie's education <br />and experiences make her uniquely suited to be Orono's next Finance Director. <br />5.Recommended Compensation: <br />I recommend Maggie Jin be appointed as the Orono Finance Director with an effective start date <br />of January 8, 2024. <br /> a. Salary. Grade 17 / Step 2 ($120,282.98 / yr) of the City Employee 2024 Pay Scale. <br /> b. Vacation. Starting at a rate of 3 weeks/ 120 hours per year. Increases to then follow the <br />city’s personnel policy. Her initial vacation balance will be set at 40 hrs. <br /> c. Benefits. As a full time employees the position is eligible for all benefits as outlined in the <br />personnel policy.
