The parcels must be legally combined before a building permit can be issued. <br />Drainage from the site draim predominantly to the east. The City Engineer sees no <br />problem with the residemial development oi this property. <br />A major concern for this review has been the issue of access as Park Avenue, an <br />unimproved dedicated right-of-way, will now service three residemial units. The Engineer <br />had originally recommended thm road be upgraded to a 24’ paved width. The Planning <br />Commission supports the recommendatioo that the existing paved road be extended at the <br />cuirem width and that the City Eiyineer be directed to provide an altemative plan for use of <br />the 30’ width righi-of-way for turnaround use. <br />The Public Works Director has advised that the City maintains Park Avenue up to the <br />second residentiai driveway. If th: roadway b to be maintained by the City t^) to the <br />proposed third residemial drive, then the enclosed Engineer ’s sketch (Exhibit I) must be <br />revised to serve maintenance vehicles with the north radius changed from 10’ to 20’ and the <br />southerly comer to a 10’ radius. The turnaround is provided by extendii^ the travelled <br />roadway (Park Avenue) a minimum of 30’ northerly of the curb cut to the newly developed <br />lot. <br />The applicam b opposed to the turnaround improvemern (fesigned by the City <br />Engineer noting the improvemern will result in the unnecessary loss of mature trees in <br />addition to diminishing the privacy and value of the lot. <br />The following options are available to Council <br />1.If road is to be maintained by City, then driveway and extended Park Avenue must be <br />dciigned per Engineer ’s plan for use of trucks. <br />2.If a turnaround is not provided at the north end of improved Park Avemie providing a <br />safe/feasihle turnaround for municipal maintenance vehicles, then applicam shall be <br />responsible for mainuining the driveway within the extended portion of Park Avenue. <br />The enclosed approval resolution has been drafted per unanimous recommendation of <br />the three member Planning Commission. The conditions of their recommendation are as <br />follows: <br />1. Legal combination of the four properties prior to the issuance of a building <br />permit.
