r
!
REOtTST FOR COl'NCIL ACTION
DATE: November 8. 1994
ITEM NO.:5"
Oepartmeiit Approval:
Nanc Miduci P Goffron
Title Asst. Planning 8c Zoning Administrator
Administrator Reviei%ed:Agenda Scetioii:
Zoning
Item DcKri^km: #1969 City^ Orono. 1355 Brown Road South - Variance - Resolution
Zoning District: RR IB Single Family Rural Residential. 2 acre.
AppUcation: Request for front yard setback variance for construction of a parking lot to ser\e
the Crysul Bay Post Office.
List of Exhibits
A - Resolution
B - Notice of Planning Commission Recommendation 10/18/94
C • Memo and Exhibits of 10/12/94
Discussion
Pkase review the memo and exhibits of October 12th Briefly, the Public Works Depwment
is planning to construct a parking lot on the south side of the Crysul Bay Posi Office to
eliminate parking on the shoulder.
Because this is a 2-acre single family zone, a parking lot would normally have to be 50* from
the street lot line. However, construction of such a lot for the Crysul Bay Post Office would
encroach into the existing Crystal Bay park area, and would still require a driveway in the
defined front yard.
Planning Commission Recommendation
Plamung Commission reviewed this at their October 17ih meeting and voted /-O for
noting the existing screening adjacent to the neighboring residence, and noting that it wou
inappropriate to force the parking lot to the rear which would have a severe negative impact on
the Crvsul Bav plav area. The hardship is the existing site layout and use pattern, as well as
the layout of the ex'istmg post office with its only public access door adjacent to Brown Koaa.
Staff Recommendation
Suff recommends approval per the Planning Commission recommendation. A resolution for
adoption is atuched.
'TM-LS V-o
