ROLE OF CmES/COMMUNITIES <br />* Cties aiid other regulatory agencies should be encouraged to miniinize development costs <br />in Older to create qualified low income projects. <br />* Housing policies should encourage the ties that enhance households’ ability to solve their <br />own problems and build civic infrastructure for a regimal community. <br />* Cities should encourage the creation of scattered-site, low income and affordable housing. <br />Cities should not repeat past errors by building traditional large-scale low and moderate <br />income housing projects which have a tendency to perpetuate the economic segregation of <br />the poor. <br />* Work with communities in their sub*region, with Metropolitan Council assistance, in <br />developing a sub-regional affordable housing strategy to provide practical economic <br />opportunities on a sub-regional basis, taking into account land use and “real estate <br />economics.” <br />When utilizing economic development tools such as Tax Increment Financing or Industrial <br />Revenue Bonds to create employment opportunities, an affordable housing strategy <br />element should also be implemented with state and regional assistance. <br />Consider jointly entering into agreements with county housing authorities to assist in <br />developing and implementing strategies and acting as the sub-regional levy authority to <br />provide sub-regional wide resources to be combined with state and other irsources, in <br />providing sub-regional, affordable housing opportunities. <br />Urban Strategies Task Force Report
