( <br />i <br />i f <br />I <br />I <br />MINUTES OF THE ORONO PLANNING COMMISSION <br />MEETING HELD ON OCTOBER 17. 1994 <br />(#13 - #1974 - Corbin - Continued) <br />Mibusdi lepofted this application is for approval of a conditional use permit and lakeshore <br />haidcover variance for the reconstruction of retainii^ waUs within the lakeshore yard, <br />major portions of which are located within the 0-75* setback area. The former walls were <br />constructed of wood and had rotted and deteriorated to the point of requiring <br />replacement. The applicam has provided silt fencing at the base of the bank to prevent <br />further erorioo imo the lake. The applicant did not realize that permits were necessary t o <br />replace **^1 had begun installing boulder walls. The lower levri wall that <br />had been imtalled is approximately 3* high. Upon a site inspection, the Engineer <br />determined the retaining walls would be over 7 in sections requiring drainage tiles and <br />geo-tech fabric. <br />The applicant has revised the plan, which the Engineer has approved, consisting of a 4* <br />wide stairway and three boulder walls at 4’ in bright. The Engineer did not discuss <br />landscapifle.«NlStaffwould recommend plantiiigs to buffer the starkness. The applicant <br />noted that akhough thb plan calls for hardcover variance, he would be taking out gravel <br />hardcover and replacing with grass between the waUs. <br />The Plannmg Commission members were very concerned with the large amount of <br />hardcover existing on tins property. There is 64% in the 75-25(7 zone. Realizirig the <br />applicant is attempting to replace walls to retain Ms property, the Commission membem <br />if the applicant would be willing to remove other hirdcover to reduce the exorbitant <br />3HfQtifit now existing The Planning Commission would like the non-conforming driveway <br />which rum down to the lake on the cast side of the property reinc^. Theappttcant <br />wotdd like to retain this driveway as he feds it is a vital asset to him and his use of the <br />lake. <br />Smith moved, 1 indgiiiu seconded, to approve Application #1974 with two added <br />provisions: t)presentatiooofalandscaptngplaii where the retrining walls are to be <br />installed and 2)removal of the driveway from the existing parkn^ area down to the lake <br />over a five-year period.
