REOtllST FOR COUNCIL ACTIOIS <br />% <br />t <br />DATE: November 10* <br />ITEM NO: qP.Q <br />PPIm Adninistr^or Reviewed: <br />Name Ron Moorse <br />Title City Administnaor /A <br />Afenda Section: <br />City Administrators <br />Report <br />Item Description: <br />Scheduling of a Public Hearing Regarding an Ordinance Regulating Personal Watercraft on Long <br />Lake <br />The five step process for putting an ordinance in place which regulates the surface use of the <br />lake are as follows: <br />1. <br />3. <br />4. <br />5. <br />Development of a proposed ordinance. <br />Hold a public hearing regarding the ordinance. <br />Adopt the ordinance.m <br />Submit the proposed ordinance and supporting documentation to the DNR <br />The DNR reviews the ordinance and either approves or denies it. <br />A proposed ordinance regulating the surface use of Long Lake, and specifically personal <br />watercraft on Long Lake, is attached. This ordinance has been given conceptual approval by <br />the city council’s of both Orono and Long Lake. The ordinance has been preliminarily reviewed <br />by a DNR staff person who indicated that the restrictions in the ordinance are not outside the <br />realm of reasonableness if the cities ca.i provide substantial documentation of the need for the <br />restrictions. The next step is for the cities of Orono and Long Lake to hold a public hearing to <br />obtain public input regarding the ordiiunce. <br />The Long Lake City Council has requested that a joint public hearing be held, since each city <br />will need to adopt the ordinance in order for it to be placed into effect. The city of Long Lake <br />has indicated that a joint public hearing held at 7:00 p.m. on Monday. December I2 just prior <br />to the Orono CouiKil meeting would work for them. <br />COUNCIL ACTION REQUESTED: <br />Motion to set a date and time for a public hearing regarding the ordinance regulating the use of <br />personal watercraft on Long Lake.
