Staff met with the City Engineer and Public <br />Works staff at the site on September 29. <br />Referring to the topographic map. Exhibit L of the September 13 memo, note that a <br />drainage area of approximately 30 acres contributes to the wetland area southeast of the parking <br />lot on the adjacent property. The only outlet for this wetland is an old undergrowd ti e <br />underneath the adjacent property and continuing underneath Togo Road to the north. This tile <br />is of unknown construction and probably 300-400’ in length. Its outlet has not been located and <br />may be below the surface of the wetland north of Togo Road. <br />Failure of this tile to handle heavy runoff events has lead to flooding in the rear yard of <br />the residence immediately east of the applicants property. <br />The City Engineer has recommended as a solution that the applicants excavate a swale <br />along the east side of the existing parking lot ai the elevation of the bottom of the existing catch <br />basin adjacent to Togo Road. Alternatively, a 12" culvert could be installed to avoid having a <br />deep and perhaps not very maintainable swale right next to the parking lot. <br />As of this writing, applicants are gathering additional elevation data to conclude how they <br />will proceed. In a meeting with applicant ’s representative Jeff Metzger on October 12, it w^ <br />noted that given the requirement for this drainage work, applicants will either procee wi
