r <br />Request for Council Action continued <br />page 2 of 2 <br />October 19, 1994 <br />Zoning File #1960 <br />Applicants have agreed to construct these drainage improvements as recommended by the City <br />Engineer. The neighbor to the east has indicated he will cooperate with the applicant to <br />accomplish this. <br />Planning Commission Recommendation <br />Planning Commission reviewed the hardcover variance, drainage concerns and structural <br />additions at their September 19th meeting, tabled the application for further review of the <br />drainage concerns, and again reviewed the application on October 17th. Planning Commission <br />on a vote of 7-0 recommended approval of the hardcover variance subject to applicants <br />concurrently completing the drainage improvements per the City Engineer s recommendation and <br />requiring that a parking stall layout schematic be provided and the lot be striped according to <br />that schematic. This schematic will be required prior to issuance of a land alteration permit for <br />the project. <br />Planning Commission ftirther recommended that the carport setback of 47’ be allowed and a <br />variance granted, that conditional use permit approval be concurrently granted for the structural <br />additions, and that applicants pay the $50 incremental fee to amend their application to include <br />the setback variance and conditional use permit. <br />Planning Commission further recommended that applicants grant a 15’ road easement per the <br />1970 conditional use permit discussions and preliminary approval (Exhibit H of 9/13/94 memo). <br />Staff Recommendation <br />Staff recommends approval of the application per the Planning Commission recommendation. <br />wi^h one additional condition: <br />Applicants grant a drainage easement 15’ in width, being 7.5’ either side of the <br />final culvert/swale location within applicants’ property. <br />A resolution reflecting the above noted conditions is attached for Council action <br />COUNCIL ACTION REQUESTED: <br />, seconded by , to adoptProposed motion: Moved by ____________. . ------------------- <br />Resolution #____granting a hardcover variance, structural setback variance and structural <br />additions conditional use permit for the Navarre Congregation of Jehovah ’s Witnesses at 3655 <br />Togo Road.
