r Request for Council Action continued page 2 of 2 October 19, 1994 Zoning File #1960 Applicants have agreed to construct these drainage improvements as recommended by the City Engineer. The neighbor to the east has indicated he will cooperate with the applicant to accomplish this. Planning Commission Recommendation Planning Commission reviewed the hardcover variance, drainage concerns and structural additions at their September 19th meeting, tabled the application for further review of the drainage concerns, and again reviewed the application on October 17th. Planning Commission on a vote of 7-0 recommended approval of the hardcover variance subject to applicants concurrently completing the drainage improvements per the City Engineer s recommendation and requiring that a parking stall layout schematic be provided and the lot be striped according to that schematic. This schematic will be required prior to issuance of a land alteration permit for the project. Planning Commission ftirther recommended that the carport setback of 47’ be allowed and a variance granted, that conditional use permit approval be concurrently granted for the structural additions, and that applicants pay the $50 incremental fee to amend their application to include the setback variance and conditional use permit. Planning Commission further recommended that applicants grant a 15’ road easement per the 1970 conditional use permit discussions and preliminary approval (Exhibit H of 9/13/94 memo). Staff Recommendation Staff recommends approval of the application per the Planning Commission recommendation. wi^h one additional condition: Applicants grant a drainage easement 15’ in width, being 7.5’ either side of the final culvert/swale location within applicants’ property.
