Unforecasted Expenditures. Not withstanding any of the <br />cUDOve, the Contract Cities shall have the right to approve any <br />proposed capital expenditures and/or increase in number of <br />officers not otherwise included in the annual budget. Notice <br />of such proposed and non-budgeted capital expenditures and/or <br />increase in the number of officers shall be given in writing <br />to the contracting cities prior to actual expenditure for such <br />items and the contracting cities shall thereafter have until <br />the later of their next Council meeting or 30 days after <br />receipt of said written notice in which to approve and/or <br />disapprove the same in writing or else it is agreed that such <br />proposed expenditures may be made and the cost thereof shall <br />be included in that year's budget. In the event the <br />Contracting Cities shall disapprove such non-budgeted capital <br />expenditure and/or increase in the number of officers, it <br />shall not be liable to the City of Orono for any costs <br />incurred by the City cf Orono should the non-budgeted capital <br />expenditure and/or increase in number of officers be made <br />despite such disapproval. Furthermore, the cost of such <br />disapproved capital expenditures and/or increase in number of <br />officers shall not be computed in determining the "Base Cost" <br />or "Contract Charge" herein above set forth for each <br />contracting city for the years in which the disapproved <br />expenditure(s) is/are made. <br />21.
