Headquarters for the services rendered to <br />the Contract Cities under the agreement shall be located at <br />offices ovmed or leased by the City of Orono, and the citizens <br />of the Contract Cities shall notify headquarters, or radio <br />dispatch for services requested either in person or by some <br />other means of communication.
