The moratorium can be extended for <br />up to an additional twelve memths if Uie CouiKil desires. An ordinance to extend the <br />moratorhim is attached should Council wish such an extension. <br />Council has the option to extend the moratorium, or let it expire. The impact of this <br />moratorium is to nispend enforcemem of the repair/replacement requirement. During the <br />moratorium: <br />• Any building permit request in shoreland will require conformity determination <br />by staff. <br />• A determination of non-conformity will not be cause to deny a building permit. <br />• Enforcement of repair/replacement requirement is suspended during moratorium <br />for those non-conforming only due to lack of 3' separation. <br />Impact of Ending Moratorium <br />Once the moratorium ends, the "clock" will start up again for those who weren’t required <br />to do upgrades during the moratorium. Staff interprets Council’s intent as follows: <br />Please recall that the intent of Ordinance No. 118 (7/26/93) was to allow two full <br />cnnsmiction seasons (May thru November) for upgrade of all 3’ separation un­ <br />conformities. <br />------- <br />4
