Building and Zoning Administrator <br />City of Orono <br />Post Office Bo.x 66 <br />Crystal Bay, Minnesota 55323 <br />Re: Brad Etherington Lot <br />File No. 139-1944 <br />Dear Mike, <br />On September 7th, we inspected the site at 4055 Elm Street where Brad Etherington <br />proposes to build a single family home. At the center of the lot is the natural high point <br />for the area, with drainage shedding off in all four directions. The proposed house and <br />drivew«ay would increase the storm water runoff from the site onto the adjacent lots. To <br />mitigate this impact, the applicant proposes to install gutters and downspouts which would <br />connect to drain pipe. The drain pipe should be extended north to the edge of the existing <br />roadway ditch. The drain pipe would require routine maintenance fiom the homeowner, <br />but it is the only obvious solution to prevent an increase in runoff to the adjacent lots. Any <br />attempt to construct a drainage swale on the lot would have significant impacts on tne <br />topography and trees. <br />The proposed driveway would have an approximate slope of 20%, which is the maximum <br />recommended grade. The grading of the driveway would be simplified if one or two large <br />trees are removed. If all large trees must be saved, retaining walls up to 3 feet tall would <br />be required. 1 he topography plan submitted for the site is adequate, however, a more <br />detailed plan .showing the proposed driveway grading and tree removal and/or retaining wall <br />should be prepared.
