r <br />TO: <br />roOM: <br />DATE: <br />Mayor and City Council <br />Ron Moorse, City Administrator <br />August 5, 1994 <br />SUBJECT: Council Update <br />2. <br />3. <br />Spring Park Police Contract. The Spriog Park City CouncU at its August 1 meeting <br />tq>proved the 1W5 Police Service Cmitract. <br />Washington Scientific Consolidation. Washington Scientific Inc., a major employer in <br />Orono which in the past year has experienced a significant number of layoffs, has <br />decided to consolidate its Orono plant and Owatonna plant at the Orono location. The <br />dwision to consoli^te in Orono not only keeps the current WSI jobs in Orono but also <br />will bring an additional 100 jobs from Owatonna. WSI has requested the city provide <br />assistance as they prepare to undertake a major training effort. I will be contacting local <br />vocational technical schools and the local office of Jobs and Training to determine if <br />either can provide assistance. <br />Police Service Contract Cities Meeting. The quarterly meeting of the Police Service <br />Contract Citiw was held on Thursday, August 4th. Items discussed were the 1995 <br />budget includi^ the addition of a 16th officer and the assignment of shift supervisor <br />(Corporal) duties to three officers. Also discussed was planning for traffic problems <br />duriiig the replacement of the Old Crystal Bay Road bridge. The Long inif^ <br />Administrator will request that MnDOT install a temporary signal at Willow Drive. <br />Chief Sullivan will contact the bus company regarding their route plans. <br />Highway 12 Traffic Modeling Information. The City has received and reviewed the <br />population and employment information the traffic consultant has provided related to the <br />Highway 12 traffic modeling process. The population information is accurate. The <br />employment information includes some inaccuracies. Suff will follow up with the traffic <br />consultant to correct the traffic information. <br />At the time the population information was first received, both staff and Council had <br />concerns r^arding areas of the city and of the county that appeared to be excluded from <br />the population information and the modeling process. In reviewing the modeling process <br />with Charleen Zimmer of SRF, she indicated the traffic model will include all population <br />information from the entire Metro area since the model is a Metro wide model. <br />Although the population information provided to the city only includes information <br />specific to Orono, the model itself will take into account all population and traffic <br />information from the entire Metro area. Charleen Zimmer has indicated that the model <br />being used by Barton Ashman is a state-of-the-art model that is used for all traffic <br />modeling in the Metro area. The model is not the property of Barton Ashman. Rather <br />it was developed through the cooperative efforts of a number of organizations in the <br />Metro area.
