Review Exhibit I. Applicant’s <br />proposal involves the relocation of the storage module to Stall 21 in an attempt to minimixe the <br />visual impact upon an adjacent residential neighbor to the west. Review Exhibit B. The <br />neighbor’s property is identified as Parcel A. The neighboring property owner advised that <br />relocating structure to Stall 21 would still have a negative impact iqx>n his views. Staff noted <br />the ordinances of the City do not afford a property owner on the opposite side of the street a <br />right to a lake view and that the City has not been made aware of any special view easements <br />in favor of the land owner. The applicant advised that this does not exist. It b Mr. DeSantis’ <br />intent to maintain a frierxlly and cooperative relationship with the adjacent neighbors. This is <br />why he has filed for the amended variance application. <br />Plaiuiing Commission members preferred Stalls 16 - 20, fmding the area suitably <br />screened with existing dense vegetation noting also that placement of a structure to the south sub <br />of property would minimize sighting problems at access location. They also noted that only the <br />8 ’ side would be exposed to the roadway with the use of StaUs 17 - 20. <br />Staff reviewed the concerns of the Department of Natural Resources noting that they <br />would not approve a plan that involved an increase in hardcover nor an cntroachment of the <br />DNR lakeshore setback standards. Stalls 16 • 20 are located within the 75 ’ setback area, review <br />Exhibit I. Stalls 16 - 18 are located within the DNR 50’ required lakeshore setback. <br />The Planning Commission unanimously approved the amended application that would <br />allow Sailors World to relrcate the 8 ’ x 20’ storage module now located within Stall 34 to either <br />Stall 16, 17, 18, 19, 20 or 21 and directed staff to contact the DNR to determine what stalls <br />would be acceptable for the relocation of the structure and for staff to nudee an analysis of the <br />landscaping neiub and safety issues regarding visual impact of structure if moved closer to street <br />lot line.
