The improvements <br />involve the extension of sewer and water to the unit. Tlie applicant has plans to install a <br />bathroom and kitchen area as shown on Exhibit G. The City has no record of granting a <br />conditional use permit in the past for the existing apanment. The additional living space <br />provided expanded bedroom area and/or recreational areas for the previous owner. <br />The structure is in excellent condition. The Building Inspector has confirmed that the <br />3’ setback from the lot line is adequate and would not require special fire wall construction. The <br />Inspector will require appropriate fire wall separation from garage to apartment area above. The <br />structure has never been formally connected to sewer or w’ater. Connection fees will be required <br />as follows based on 1994 Fee Schedule: <br />Sewer unit = $1,708.10 <br />VV^ater unit = $1,933.00 <br />The contractor has submitted additional information (Exhibit M) advising of a change in <br />the roof line of the structure. This portion of the structure is located in the substandard side <br />yard setback area. The alteration is very slight and is being proposed because of interior <br />upgrades dealing with bathroom and kitchen. If Council feels the improvement requires variance <br />approval, the enclosed resolution may be amended granting a side setback variance. <br />As lot does not meet the required two acres to support two residential units as required <br />by code, a lot area variance of 14, 112 s.f. or .32 acres must be included with the approval of <br />a conditional use permit.
