Pumani
Mr. Joe Yaiita
St. Paul District, Army Corp of En^’incc^s
190 Fifth Street Fast
St. Paul, MN S510I-1638
June 2, 1994
Re: Permit 94-02434-NVV-JJY
Dickey-Coffin silos
DciU* Mr. Yanta,
I am responding to the Corns' May 13, 1994 permit letter - Determination:
33 CFR 330-App.A, Nationwide permit In discussing the provisions
of tlie Corps permit wlili you, I said the reduction in proposed fill on lots
17 iind IS block 2 of the Dickey site would create a potential problem for
construction and the permanent utalizations of the lots. The attached
exhibit A illustrates the proposed fill reduction recommended b>’ the Corps
in tliG 5/13/94 permit.
As developers of the site, we are concerned about the feasibility ol
maintaining wetlands in very close proximity of homes, 'fhe proposed fill
reduction would come within 15 feet of the proposed home site on lot 17
and 25 feet on lot IS. Our experience indicates that these distances are not
workable for either die homeowner or die wetland. We believe that a 50
foot minimum is necessary for a reasonable tmnsition.
As you know die fill mea proposed on these lots is in Pasin la, a fs pe 2
reed canar>' grass and disturbed community, degraded, semi-permcment
wetkuid. Figui-e 5-1 from F.j. Svoboda & Assoc., Inc. 7/29/93 report
illustrates the area. Our development approach in this ai'ea w'as to
minimize the encr-oachment by shifdng roads mid building sites while
prote'-iing the better qualit\’ Type 1 and 2 wetlands in the area. You will
note the I'oad alignment for lots 19, IS. 17, 8, 9 10 cur ves betw ’een Iv'pe
1 wedands on eiiiier side of the street. We believe the site plan does a
good job minimizing wetland disturbance.
2765 Casco Point Road • Wayzata.
