Mabusth <br />Title Building & Zoning Administrator <br />Administrator Reviewed:Agenda Section: <br />Zoning <br />Item Description: #1885 Lundgrcn Brothers, 2675 Sixth Avenue Nonh - Sketch Plan of a <br />Rezoning to a Planned Unit Development Involving One Acre and Two <br />Acre Unit Densities <br />Brief Review of Application <br />For more detail on the Planning Commission's review of the amended sketch plan at their <br />May 16th meeting, please review the minutes of that meeting and the enclosed staff memo of <br />May 12th and the exhibits attached. <br />The applicant has filed a 44 unit PUD at an average lot size of 1.33 acres per unit. <br />Excluding road and open space outlots, the average lot size is .85 acres although some of the <br />building lots arc much smaller. The properties are served by a looped roadway accessed off <br />Willow Drive. The application involves the filling of designated wetlands and protected areas <br />not included in City ’s Conservation maps. A few of the building lots may be negated as they <br />contain natural wetlands. <br />Upon filing this sketch plan application for presentation before the Planning Commission, <br />the applicant paid additional fees to include conceptual review before the City Council. At the <br />April 11. 1994 meeting of the Council, applicant presented an amended PUD plan for 44 units <br />that raised several new issues and the Council asked that applicant present the amended proposal <br />before the Planning Commission for their consideration. The Planning Commission has <br />completed the review of the amended proposal at their May 16th meeting and considered the <br />following issues; <br />A.Rezoning. The majority of the Planning Commission appeared to concur that 44 <br />unit density was too intense and that a more acceptable density would be <br />somewhere between 29 and 35. This was based on the need to provide open <br />space buffers along the east side of the property adjacent to the existing developed <br />rural two acre densities to the east side of Willow. <br />Some of the budding sites were severely limited and appeared to be considerably <br />under the average .85 acre per building site. Lots along Willow would have to <br />be increased in width so that RR-IB setbacks could be maintained.
