t V-'.w- • <br />r* * <br />■ AS per the. direction of . the City Council, we have nade • <br />a study of the Kelly Avenue area for the purposes of deter- <br />Bining the causes and possible remedies of the periodic <br />flooding situation for the purposes of making recommendations <br />for the alleviation of this problem. At present, a total <br />land area of approximately 46 acres is drained by a tile <br />system to Carmen Cove. Roughly 9 of these 46 acres drain <br />directly to the tile system, while the runoff from the re- <br />■; ' ' «• <br />l ■ ■ ^ <br />• V-v.w /.•• •V.* <br />• • • ^ • <br />• • • • <br />saining 37 acres must pond in the marsh area adjoining Kelly <br />Avenue to the east. This marsh area has the capability of <br />storing roughly 2.75 acre feet of water. When this storage <br />capacity is exceeded, the marsh overflows across Kelly Avenue <br />to the drain tile system. <br />since the present situation exists because 1) there is <br />no effective outlet for surges in flow volumes; and 2) the storage <br />capacity of the marsh is inadequate to prevent flooding; the <br />alternative solutions would be: <br />Construction of an adequate outlet to remove <br />excess runoff; or <br />2) <br />3) <br />Increase the storage capacity of the marsh; or <br />Decrease the runoff quantity# <br />/Alternate No. 3, the decreasing of the runoff quantity <br />is not feasible since the predominant land uses in the <br />drainage area are residential and undeveloped.
