Gerhardson <br />Title Public Works Director <br />Administrator Reviewed:Agenda Section: <br />Pubhc Works <br />Item Description: Kelly Avenue Drainage Problem <br />For many years we have experienced temporary flooding in the very low area of Kelly Avenue. <br />The flooding occurs because of inadequate storm sewer capacities. The flooding occurs every <br />spring and if there are heavy rains during the summer (3 rainlall or more). The flooding^will <br />affect Kelly Avenue in the low areas and will build up to two to three teet of water over Kelly <br />Avenue. <br />Some residents in this area are restricted from vehicle access to the property for several days <br />and during a wet spring sometimes weeks. <br />Attached is a report of the area done in 1976. The report has not been updated. The report <br />identifies the most practical and cost-effective solution as constructing an adequate outlet for the <br />excess stormwater nin-off. Two options were identified for this outlet. One is to convey the <br />water across County Road 19 and eventually to the large wetland behind the F.W.B.I. The <br />other is to convey the water along Kelly Avenue to Lydiard Avenue and then to Carman Cove. <br />About a year ago, the resident at 2605 Kelly Avenue suggested doing something about the <br />situation. The letter from the resident is attached. I have included a rough sketch of the <br />problem area showing the direction of flow of the water. <br />It may be appropriate at this time to direct the City Engineer to update the 1976 report to <br />determine the most effective way of correcting the problem. <br />COUNCIL ACTION REQUESTED: <br />Direct the City Engineer to update the 1976 report to determine the most effective way of <br />correcting the problem.
