REQL^ST FOR COUNCIL ACTION <br />Department Approval: <br />Name Ron Moorse <br />Title City Administrator <br />Administrator Reviewed: <br />XDATE: May <br />ITEM NO: f^0^ <br />Agenda Sectionr*#^ <br />City Administrator ’s <br />Repon <br />Item Description: <br />Wayzata Public Works Facility Site Concurrent Detachment and Annexation <br />Attachments:1. <br />2. <br />Annexation Resolution <br />Joint Site Development Agreement <br />The City of Wayzata has requested that a parcel of property owned by the City ot Wayzata in <br />Orono be concurrently detached from Orono and annexed to Wayzata to enable the construction <br />of a public works facility on the site. As part of this process the City of Wayzata is also <br />proposing that three (3) parcels be concurrently detached from Wayzata and annexed into Orono. <br />Two of these are residential parcels partially in Orono and partially in Wayzata. The third is <br />rieh»-of-way for Femdale Road that would enable the City of Orono to add Femdale Road to <br />the Municipal State Aid roadway system to obtain funding for reconstruction of the roadway. <br />As both the Council and staff reviewed the proposal by Wayzata regarding the public works <br />facility several concerns were raised in tenns of the development of the site, and the impact on <br />Highway 12 traffic - especially in terms of the need for a semaphore. Staff has worked with the <br />City of Wayzata to develop a set of parameters for the development of the site. These <br />parameters are set out in the attached joint site development agreement. <br />The major concern expressed by the Council in its preliminary review of the Wayzata proposal <br />was the impact of the facility on the Highway 12 traffic at the proposed entrance to the site. <br />The Council had indicated opposition to a semaphore the intersection. The City ot Wayzata <br />has prepared a plan which redesigns the intersection to improve traffic movement both for the <br />public works vehicles using the site and for the traffic on Highway 12. This plan replaces the <br />semaphore as the solution to traffic movements at this access point.. <br />Site Development Issues ■ a a. <br />Initially staff had several concerns regarding the development of the site. These include , <br />screening and landscaping, construction materials, and exterior storage. Through a tour of the <br />site staff learned that the actual location of the proposed building is significantly different from <br />the location originally perceived by staff The building is located behind the cemetery and is <br />well screened both by the topography and by existing trees. This has significantly reduced <br />staffs concerns regarding the development of the site. <br />COUNCIL ACTION REQUESTED: <br />Motion to take action regarding the attached annexation resolution and joint site development <br />agreement.
