Winter, 4620 North Arm Drive West - Variances - Public Hearing <br />Application - Request for area variance for an oversized accessory structure and setback <br />variance to allow structure to be located between residence structure and front lot line. <br />Lbt of Exhibits <br />A • Application <br />B - Letter of Request <br />C - Property Owi«rs List <br />D - Survey <br />E - Staff Sketch <br />F - Construction Plans <br />G - Air Photo <br />H - 10.03, Subd (C,D) <br />Pertinent Code Section <br />1. <br />2. <br />Discussion <br />Section 10.03, Subd. 9(D) and Subd. 9(Q(3) prohibit an accessory structure from <br />being located between the principal building and the front lot Hr :. <br />Section 10.03, Subd. 9(C) limits the area of an oversized accessory struemre on <br />this 3.87 acre lot to 1,600 s.f. (1,800 s.f. proposed). <br />Please review applicant’s letter of request. Applicant proposes an 1,800 s.f. storage shed and <br />workshop to be located west of the front line of the house. The west lot line is considered the <br />front lot line due to the road outlot location. This lot is currently quite remote although the <br />property to the north has potential for a residential 2 acre subdivision. As noted by the <br />applicant, the entire lot is wooded and quite high in elevation. The nearest existing homes are <br />barely visible in the winter, and in summer would be completely screened from the proposed <br />building location. <br />Review of Location Options <br />Applicant has review his proposed location and two other potential locations which, while not <br />requiring a location variance, would present a number of problems related to topography, <br />screening, tree removal, grading, etc. The letter of request contains a number of factors which <br />Planning Commission might conclude constitute hardships that justify the location variance.
