2) Vegetation and appropriate coloring shall be used to blend in the <br />alterations with the natural character of the bluff area. <br />Pursuant to the Planning Commission recommendation, the applicants have <br />revised their proposal to eliminate grading or filling on the lakeside of the <br />pn^XKed residence, and have relocated/reconfigured the proposed structure in a <br />manner such that the following variances are required: <br />A. 10 ’.6’ setback encroachment into the 50 ’ street yard requirement. <br />5. <br />6. <br />B. 30 ’ encroachment of the .0 ’ top of bluff setback. <br />C. 44* structural encroachment lakeward of the defined top of bluff. <br />D. A portion of the bluff impact zone will be filled to accommodate said <br />resktence. <br />E. Intensive vegetation clearing on steep slopes will occur to accommodate <br />construction of the house. <br />The City Council has considered this application iiKluding the findings and <br />recommendations of the Planning Commission, reports by City staff, comments <br />by the applicant and the effect of the proposed variance on the health, safety and <br />welfare of the community. <br />The City Council finds that the conditions existing on this property are peculiar <br />to it and do not apply generally to other property in this zoning district; that <br />granting the variances would not adversely affect traffic conditions, light, air nor <br />pose a fire hazard or other danger to neighboring property; would not merely <br />serve as a convenience to the applicant, but is necessary to alleviate a <br />demonstrable hardship or difficulty; is necessary to preserve a substanfial property <br />right of the applicant; and would be in keeping with the spirit and intent of the <br />Zoning Code and Comprehensive Plan of the City. <br />Page 4 of 7
