The property is located south of Watertown Road. <br />to the west of Old Crystal Bay Road on the Coffin Parcel and to the east of Old Crystal Bay <br />Road on the Dickev Parcel, in the North Half of Section 4. There are several issues that <br />0 <br />need to be addressed relative to engineering matters. <br />It should be discussed whether the streets will be public or private. The City Code lists the <br />design standards for public streets in Chapter 11. This chapter states that cul-de-sacs and <br />permanent dead-end streets shall be discouraged. Also, that the use of curvilinear or U- <br />shaped roadways shall be encouraged. The maximum length of a cul-de-sac for public <br />streets is 1000 feet with a maximum 10 lots. The two cul-de-sacs proposed on the Coffin <br />parcel are almost 1300 feet in length with 9 lots each. However, due to the location of the <br />numerous wetlands on the property, a logical location for a connecting street is not <br />apparent. <br />On the Dickey Parcel the cul-de-sac shown is almost 1500 feet in length with 12 lots. 1 his <br />roadway should be connected to either Manor Circle or Watertown Road. When the <br />Countryside Manor First and Second Additions were platted, the right-of-way for both <br />Manor Circle and Countryside Drive was extended to the property line in accordance with <br />City Code. The Code states that "If the adjacent property is undeveloped and the street <br />must be a dead-end street temporarily, the right-of-way shall be extended to the property <br />line." The continuation of these streets is necessary for the convenient movement of traffic, <br />effective fire protection, prompt access for emergency vehicles and efficient provision of City <br />services, such as snow removal. <br />A trail outlot should be platted along the east side of Old Crystal Bay Road. 1 he trail <br />alignment should be set and graded as part of the site development. <br />The City Code requires a 26 foot setback from wetlands that are identified in the City’s <br />wetland inventory map.
