The site plan proposes a significant new wetland area in the southwest <br />comer of the site. The plan provides about 2 acres of new wetlands, open <br />ponds, plus class 1 and 2 fringe areas. The wedands will scrv e a dual <br />purpose: storm water retendon, improving the historical drainage pattern, <br />and creation of wedands from pasture land. We believe the proposed <br />improvement will benefit the community, the new lots and the <br />environment. <br />Homeowners Association and Other Items <br />The two sites will have separate homeowner associations for limited <br />maintenance, architectural review and other legal responsibilities. The <br />private covenants for each site will provide the standards for each <br />neighborhood. At our neighborhood meeting 1/11/94 we discovered that <br />the Dickey property, except the existing home, was part of the Countryside <br />Manor Covenants and Restrictions. We will be working with Countryside <br />Manor's representatives to work out the best way to handle this question. <br />As part of the development we will prepare a plan for landscaping, <br />berming and entrance signage along Old Crystal Bay Road, Watertown Road <br />and Willow Drive. We believe that this is best accomplished during <br />construction so the trail along Old Crystal Bay Road is worked into <br />landscaping, septic sites and berming. Likewise, Watertown Road and <br />Willow have some trees and wetlands to work with. The entrance <br />teatment at each street will identify the neighborhood and set a quality <br />image. <br />Conclusion <br />Tandem Properties and Peter Andrea Company are pleased to submit our <br />plans for the Coffin and Dickey properties. We hope that we will be as <br />good stewards of the land as the Coffin and Dickey families have been <br />these many years. The sites will certainly change from picturesque rural <br />farm land to high quality single family neighborhoods, a change that we <br />believe will benefit the City of Orono.
