TO; <br />FROM: <br />DATE: <br />Mavor and Citv Council <br />Ron Moorse, City Administrator <br />January 19, 1994 <br />///1 <br />SUBJECT: Long Lake Water Quality Project <br />% <br />,0 <br />At the January 10 Council meeting the Council was provided with informatton regarding the <br />Long Lake water quality’ project being coordinated by the Minnehaha Creek Watershed District. <br />The MCWD is reqi^sting that the cities of Orono, Medina and Long Lake each appoint a <br />representative to a public information committee that will work to educate and build support <br />concerning improving the water quality of Long Lake. The Couik U tabled action on the <br />appointment of a representative to the public information committee in order to obtain more <br />information regarding the project and regarding the purpose of the public information committee. <br />A summarj’ of the Long Lake water quality project, prepared by Mike Gaffron, is attached. <br />One item in the project that requires more detailed review is the construction of a sedimenution <br />pond in Orono just north of County Road 6, between Long Lake Boulevard and Tanglewood <br />Road. This pond is to be designed to intercept nutrients from the creek before they reach Long <br />Lake. The pond is proposed be 8 acres in size and 11.5 feet deep The projected cost is <br />$1,300,000. This pond is in Phase II of the water quality implementation plan. At this point, <br />the MCWD does not have funding for the pond and has not had any discussions with the owners <br />of the land on which the pond would be constructed. This is an item that needs additional <br />review in terms of benefit to water quality versus costs (both monetary and impacts on the area). <br />Public Information Committee <br />The purpose of the public information committee is to encourage public support and involvement <br />in efforts to improve the water quality of Long Lake. The major emphasis of the public <br />information program will be urban fertilizer and yard waste management, livestock waste <br />management, and agriculmral soil conservation best management practices. The committee will <br />have representation from the cities of Long Lake, Orono and Medina and from the DNR, the <br />Hennepin Soil and Water Conservation District, the MPCA and the MCWD. The committee <br />will meet every two months to set goals, develop a long term plan, and implement the plan in <br />order to inform and educate the public on the water quality project and what they can do to help <br />improve the water quality of Long Lake. <br />« <br />The city’s representative on the committee could be a couiKilmember, a staff person or an <br />interested citizen. The Council may want to determine whether there is a citizen who lives on <br />Long Lake who would be interested in serving on the committee. <br />Council Action Requested - Initiate a process to identify citizens interested in serving on the <br />committee.
